Trafalgar Tavern Outdoor Seating Appeal
Trafalgar Tavern Greenwich outdoor seating: a planning success shaped by collaboration, complexity and long-term thinking.
We love to celebrate our wins here at Arrow Planning. Securing outdoor searing planning permission for the riverside outdoor seating at the Grade II listed Trafalgar Tavern in Greenwich was particularly special and a great result for our client and the people of Greenwich.
Although the decision was issued last year, it remains a good example of how effective planning is rarely about a single issue, it’s about understanding and coordinating a wide range of moving parts to reach a balanced, deliverable outcome.
A well-known Greenwich pub, a complex challenge
The Trafalgar Tavern is one of London’s most recognisable historic pubs, serving the public since 1837. Its riverside outdoor seating had become an established and valuable part of the business, contributing to both its commercial success and its role within Greenwich’s wider visitor offer.
However, an enforcement notice from the Royal Borough of Greenwich sought its removal. What followed was not simply a debate about tables and chairs, but more how do you balance heritage protection with the realities of modern hospitality and the need for vibrant, active places?
More than a single planning issue
Cases like this rarely hinge on one argument. Instead, they require a co-ordinated approach across multiple considerations, including:
- heritage and the setting of a listed building;
- townscape and visual impact;
- the role of hospitality in supporting high streets;
- economic sustainability of the business;
- movement and transport considerations;
- alignment with national and local planning policy.
Each of these elements needed to be understood, tested and presented clearly through the appeal process. This was, in effect, a listed building appeal involving outdoor seating, heritage impact, local policy and the long-term use of a well-known riverside space.
Bringing the right team together
A key part of delivering the outcome was collaboration. Working alongside Evoke Transport, Nigel Barker-Mills, Andrew Golland and Savills, the project brought together a range of specialist inputs. This ensured that every aspect of the case, from transport to heritage, was properly addressed and aligned. That coordination is often where projects succeed or fall down. Planning is not done in isolation; it sits at the centre of a much wider professional ecosystem and we are especially proud of the relationships with our professional partners here at Arrow Planning.
In complex planning disputes, particularly those involving listed buildings or hospitality uses, that joined-up approach can make a significant difference.
Cutting through to what matters in a listed building appeal
Led by Robert Harrison, our role was to step back from the noise and focus on the core planning issues.
By doing so, we were able to demonstrate that:
- the outdoor seating complemented the character of the riverside setting;
- it supported the long-term viability of a historic business;
- it aligned with national policy encouraging vibrant, street-based hospitality;
- and it contributed positively to the experience of Greenwich as a destination.
The appeal was successful, and planning permission was granted to retain the seating.
A broader reflection on how we work
While this was a single project, it reflects a broader truth about planning. Most schemes are not defined by one challenge, but by the interaction of many such as policy, design, economics, stakeholder interests and timing. Success comes from understanding how those pieces fit together, a planning puzzle, so to speak and managing them effectively.
At Arrow Planning, that’s where we focus our efforts:
- understanding the full context, not just the immediate issue;
- coordinating inputs across different disciplines;
- identifying risks and opportunities early;
- maintaining a clear, commercially grounded strategy throughout.
It’s this approach that allows us to move projects forward with confidence, even in complex or sensitive situations.
Whether it is a listed building appeal, an enforcement matter, a hospitality planning issue or a sensitive heritage setting, our focus is always on clarity, coordination and a deliverable planning strategy.
Supporting heritage, hospitality and places that work

The outcome at Trafalgar Tavern continues to support a business, a historic asset and a well-used public space. More broadly, it reinforces the role planning can play in enabling places to evolve, respecting their history while allowing them to remain active, relevant and economically sustainable.
The Trafalgar Tavern Greenwich outdoor seating appeal is a good example of how planning can support heritage, hospitality and public life when the right strategy is in place.
