Hannah Leary
Hannah joined Arrow in summer 2025, bringing with her over two decades of experience advising on large-scale and complex development schemes. Her work spans residential, commercial, leisure, and mixed-use sectors, with a proven track record of delivering successful planning strategies on high-profile schemes.
Acting as lead planning consultant on significant projects including Linmere (Houghton Regis North) in Bedfordshire, Eastern Quarry in Kent, and the North-West Bicester development, Hannah managed multidisciplinary teams, stakeholder engagement and appearances at public inquiries.
Hannah began her career as a Land Buyer for a leading FTSE 100 housebuilder, giving her a commercially grounded perspective and a strong understanding of development pressures. Her practical planning knowledge, combined with a collaborative and pragmatic approach, supports clients in navigating the planning process with confidence.

Hannah joins Arrow as Planning Director, bringing a sharp strategic mind to lead on major mixed-use and strategic development projects across the UK. From shaping early concepts through to securing planning consent, she works seamlessly across all stages of delivery. Her deep sector knowledge and commercial insight make her a powerful asset in driving forward complex urban extensions and unlocking value for clients. Known for her collaborative leadership style, Hannah builds strong, trusted relationships with consultant teams and clients alike. She thrives on turning ambitious visions into deliverable planning strategies, while helping to steer Arrow’s continued growth and innovation in a fast-evolving planning landscape.
Away from Arrow
When she’s not navigating the planning system, Hannah channels her energy into the great outdoors whether it’s walks with her dog, running, or cold-water swimming. Hannah also enjoys singing with her choir, including taking to the stage at Edinburgh Festival.
