The client

Arnold White Group are a family-owned business tracing its beginnings back over 100 years. They have grown from quarrying and selling high quality sand into a multi-disciplined company with interests in renewable energy generation, land promotion and development with a vision to create future proof, sustainable developments.

The challenge

A complicated minerals and waste operation, Arrow obtained planning permission for inert waste landfilling across two large void areas, totalling nearly 2 million cubic metres, and a new haul road, within the Bedfordshire Green Belt.

The solution

Having screened the development to confirm no EIA was required, Arrow prepared and submitted two separate full planning applications for respective landfilling operation and haul road. The sites sit above a principal aquifer, and are part of a larger “super-quarry” complex with an overarching ROMP. We had to demonstrate that there was a need for the fill, and that there was sufficient material within the borough to comply with Policies aimed at reducing importation of waste from other Authority areas. The permission required a new restoration scheme that secured a biodiversity net gain when considered against the approved restoration contained in the existing ROMP. With a pressing timescale requiring fill operations to start in 2023, delegated planning permission was obtained in 2021 to enable permitting applications to take place in 2022 in order to facilitate this.
